With reference to your letter (15423/21) of the 8th April relative to an enquiry by the Inspector General of Chinese Maritime Customs as to the measurement for tonnage at Hong Kong of certain steamers trading with China, I am directed by the Board of Trade to transmit for the information of Mr. Secretary Churchill, the accompanying copy of a memorandum which has been prepared by their Principal Surveyor for Tonnage on this matter. The Board concur in the views expressed in this memorandum, and are of opinion that the space between the main and saloon decks on the river steamers referred to should not be excluded from the gross tonnage.

The plans of the s.e. "FATSHAN" and the 6.B. "KINSHAN" are returned as requested.

The Board think that if the Inspector General of Chinese Maritime Customs is still in this country, or if he should shortly return here, it might be of advantage for him to call upon the Principal Surveyor of Tonnage at 54, Victoria Street, S.W.1, when the question at issue could be discussed with him. It would equally be of advantage if the Hong Kong Harbour Master, or the Government Marine Surveyor, should be in this country, him to call upon the Principal Surveyor of Tonnage to discuss the question.
